Private Sewer Connections

 

Recent feedback from Bridgeport Sewer District residents has indicated that there is concern about the cost of the private connection from a residence or building to the public sewers.  Please be aware that this connection does not have to be performed by only the approved plumbers/contractors on the current list.  Should a resident want to hire a plumber/contractor that is not currently on the approved list, please direct the plumber/contractor to the Town of Sullivan Building and Codes Office (7507 Lakeport Road, 315-687-5251) for approval. For safety reasons, potential Plumber/Contractors need to supply to the Town proof of Workman’s Compensation and Liability insurance.  They will be required to pay a $500.00 registration fee upon approval.  That approval gets them on the approved plumbers/contractors list at the Town.

 

In addition, many residents have asked why the original estimate of approximately $40 per foot for the private connection that was conveyed at the project’s public interest meetings has at times proven to be inaccurate.  The main reason for this discrepancy is due to the fact that the project came in under budget during the public bidding process and the additional funds were used to install most grinder pumps and gravity laterals within 10 – 15 feet of the existing septic tanks.  This significantly reduced the distance of the private connection and likely caused the $40 per foot estimate to be inaccurate as the estimate had been developed with the assumption of 50 – 100 foot private connections.  The sole intention and likely result of installing the public sewers closer to the septic tanks was to reduce the cost of private connection.

Spring Restoration

May 2, 2014

 

Due to the cold and wet spring that we are experiencing, spring restoration has not yet started.  Once consistently warm and dry conditions are present the contractors will be back onsite to complete this work.  Based on recent weather trends this likely occur after Memorial Day, however this is subject to change.  Should you have a restoration issue that has not already been relayed to Barton & Loguidice or the Town, please leave a detailed message with Taylor Bottar (Barton & Loguidice 315-457-5200).

The Town of Sullivan is looking to hire a seasonal full time (40 hours) employee for maintenance within the Town.  The candidate should have experience in the field of construction, ideally as a laborer for sewer and water utility projects or private residential plumbing.  The candidate should have general knowledge of field equipment such as excavators, trucks, tools, etc.  Computer skills will also be beneficial to record field work and schedule work orders.  General tasks and responsibilities would be as follows:

 

·        Repair and maintenance of Town owned sewers

·        Residential service calls to identify Town or private owner issues

·        Sewer pump station maintenance

·        Response to emergency events of Town owned sewers

The deadline for applying for the Community Development Block Grant is quickly approaching, April 15, 2014.  Please take the time to discuss your personal situation with Sharon Lilla from Barton and Loguidice. The Town has hired this firm to take any requests for the grant.  Even if you think your residence wouldn't be eligible, Sharon can go over the specifics with you.  Your qualification depends on income and how many people are living within the house.  This grant is for assistance with hooking up the sewer lines into your house.  We'd like to see as many residents use this service as possible.

Construction Schedule 3/25/14


The majority of the Bridgeport Sewer System is now functional and notices have been mailed to residents that can connect to the system, including connection instructions and other information.  The public sewer system is not yet functional in the Hitchcock Point and Barrett Lane areas but is scheduled to be up and running soon.

North Country Contractors and Marcellus Construction have completed their contract work and are off-site.  They will be returning late spring/early summer to complete remaining restoration issues.



J.J. Lane Construction has completed the majority of their work at the Bridgeport/Kirkville and Route 31 Pump Stations.  Remaining site work will likely be completed in the spring.  The odor control station on Shackelton Point Road will be completed in the near future.

Interest Survey Notice


In response to public interest, an interest survey for public sewers has been sent out to Town residents in the
area surrounding the Bridgeport Sewer District.  Surveys should be received in the mail the week of September 30th.  Please return the completed survey (Postage is prepaid)  so that the Town can best gauge public sewer interest in the area.  Thank you! 

Construction Schedule 9/27/13

 

North Country Contractors has completed the installation of all of the sewer main.  Remaining work includes grinder pump installations throughout the District, grinder pump
start-ups, restoration, and miscellaneous items.

 

Marcellus Construction is completing the Route 31 crossing and any remaining lateral extensions.

 Construction Schedule 9/10/13:

 

For district residents that have been getting quotes from Town approved plumbers, please be advised of the following:
 

·       
Per Town sewer code, all septic tanks (including concrete tanks), must be pumped out and filled with suitable material after
connection is made to public sewers.  This work does not need to be performed by an approved plumber.

 

·       
Septic tanks and leach fields can be used as drainage systems for sump pumps, footer drains, etc.  The septic tanks still must be filled.  A "porous" mixture of stone is recommended. 

 

·       
All sewage connections must be disconnected from the septic tank.

 

·       
It is recommended that multiple quotes be obtained from approved plumbers to determine the best price.   

 

·       
Any qualified plumber may be hired to complete the work, the plumber just has to receive approval from the Town prior to starting any work.  Plumbers not already approved should be directed to the Town's Code Enforcement Office.

 

·       
A list of plumbers currently approved by the Town is available at the Town's Code Enforcement Office.

 

·       
A formal package of information with instructions and requirements for connecting to the public sewer system will be sent to District residents once the construction is near completion.

 

Please note that applications for Sewer Lateral Grant Assistance will no longer be accepted.

 

North Country Contractors is currently installing sewer main and completing restoration in the Damon Point Road area.  Remaining work includes sewer main installation near Fisher Bay and on North Road, grinder pump start-ups, and restoration.  If you have not yet had your grinder pump electrical connection completed, please call Mike Kahrs with Jordstat Construction at 315-729-8428.

 

Marcellus Construction is finishing the installation of the lateral extensions and other miscellaneous tasks.

If you have not signed a lateral extension easement please contact Tyler McDonald with Barton & Loguidice, P.C. at 315-956-0000 as soon as possible. Marcellus will be open-cutting Route 31 near the Chittenango Creek bridge in the near future.

Construction Schedule 8/20/13

 

North Country Contractors has completed the installation of the sewer main on Route 31.  Restoration on
Route 31 is near completion.  Additional crews are installing low-pressure sewer main in the Barrett Lane area.  95% of the grinder pumps have been installed to date.  Restoration in the lakeshore areas should be completed within the next few weeks.  If you have not yet had your grinder pump electrical connection completed, please call Mike Kahrs with Jordstat Construction at 315-729-8428 as soon as possible.


Marcellus Construction is finishing the installation of the lateral extensions and other miscellaneous tasks.

North Country Contractors is primarily working on installation of the sewer main on Route 31.  Restoration has recently been delayed due to the wet-weather.  Jordstat Construction (electrical subcontractor) is completing the few remaining grinder pump electrical
connections.

 

Marcellus Construction had completed their work in the hamlet area.  Only a few miscellaneous tasks remain.

Construction Schedule 5/29/13

 

North Country Contractors is continuing to install grinder pumps, sewer laterals, and low-pressure sewer main in the lakeshore area. Route 31 sewer main is also being installed with directional drill and open-cut excavation methods.  Open-cut excavation is now being used in some areas due to soil conditions that have prevented directional drilling installation.  Jordstat construction (electrical subcontractor) is continuing to install the grinder pump electrical panels. 

 

Marcellus Construction is continuing with restoration work including topsoil and seeding and paving.  Full width pavement will be completed on Bridgeport/Kirkville Road, North Road, Beilec Road, and Green Road.


J.J. Lane Construction is continuing work on both the Bridgeport/Kirkville Pump Station and Route 31 Pump Station.

North Country Contractors is installing grinder pumps and sewer laterals in the Hitchcock Point Road area.  Directional drilling installation of low-pressure sewer mains has primarily been focused along Shackelton Point Road and will likely continue in that area.  Route 31 mainline installation is expected to restart in the next couple of weeks.  Jordstat Construction (electrical subcontractor) is continuing to install the grinder pump electrical panels.

 

Marcellus Construction has finished installation the gravity sewer main.  The remainder of their work will focus of restoration including paving and topsoil and seeding.

 

J.J. Lane Construction has been working at the Bridgeport/Kirkville Pump Station site.  This week they should be started construction of the Route 31 Pump Station.

North Country Contractors is installing grinder pumps in the Barrett Lane area and moving towards Hitchcock Point Road.  They are expected to restart the mainline installation along Route 31 and the lakeshore areas within the next couple of weeks.  Jordstat Construction (electrical subcontractor) is continuing to install the grinder pump electrical panels.

 

Marcellus Construction is close to finishing the sewer main and lateral installations.  They are expected to begin restoration work when the weather permits.

 

J.J. Lane Construction will be starting work this week at the Bridgeport/Kirkville Pump Station site, near the corner of Route 31 and Bridgeport/Kirkville Road.

Marcellus Construction is continuing gravity sewer main installation along the north and south sides of Route 31, east of Blanding Hardware.  Topsoil and seeding restoration is expected to being within the next few weeks but is weather dependent.

Marcellus Construction is continuing gravity sewer main along the north side of Route 31 near Blanding Hardware and moving eastward.  Construction has commenced on Green Road.  This work may temporarily alter the traffic pattern on Green Road but full access will be provided by the end of each day.

Marcellus Construction is continuing the gravity sewer main installation along both sides of Route 31 in the Bridgeport Hamlet area.  Construction on Green Road is anticipated the week of March 11th.  This work will temporarily alter the traffic pattern on Green Road.

North Country Contractors will be restarting work earlier than anticipated.  Next week, they will begin installing grinder pumps along the Route 31 corridor, working from Lakeport to Bridgeport.  Sewer main installation is not anticipated at this time.

 

Marcellus Construction is installing sewer main along both the north and south sides of Route 31 in the Hamlet area.

Marcellus Construction is continuing work throughout the Hamlet area.  Sewer main and lateral installation had been completed on Bridgeport/Kirkville Road.  The Route 31 road crossing was also completed via horizontal bore method.  Crews are installing back-lot sewer main along the southern side of Route 31, from Bridgeport/Kirkville Road working eastward and behind the Fire Department working towards Route 31.  In the coming weeks, crews will be installing sewer main along the Route 31 right-of-way.

Marcellus Construction is continuing work throughout the Hamlet area.  North Road should be completed this week and work will continue on Bridgeport/Kirkville Road.  Crews will likely move to Route 31 this week, possibly starting back-lot sewer main installation on the south side of road.

 

Construction Schedule 1/8/13

 

North Country Contractors will remain shut down for the winter.  Start-up is expected in April.  Jordstat Electric (electric subcontractor) will continue installing grinder pump electrical panels in both the Route 31 and lakeshore areas of the District.

 

Marcellus Construction has restarted work after a two week shut down for the holidays.  Work is proceeding along Bridgeport/Kirkville Road and behind the Bridgeport Volunteer Fire Department, working towards Route 31.

 

 

Construction Schedule 12/19/12  

 

Starting the week of December 24, 2012, North Country Contractors will be shutting down the directional drilling operations of the force main along Route 31 for approximately two months.  Jordstat Electric (electric subcontractor) will continue installing grinder pump electrical panels at Route 31 residences.  Route 31 residents should be receiving a notice (linked below) from Jordstat regarding this work.

 

Marcellus Construction is currently installing gravity sewers on North Road and back lot on the corner of Bridgeport/Kirkville Road and Route 31.  Starting the week of December 24, 2012, will be Marcellus shut down for the holidays and will restart construction on January 7, 2012.  At that time, work will likely continue on North Road, Bridgeport/Kirkville Road, and Route 31.
